No: For the kid, this is their normal and would not cause any discomfort. The Testis are supposed to move down into the scrotum during the 3rd trimester of pregnancy.They might come down later but if not they may need to find and bring them down around a year of age.They need to be outside the core of the body to work well & be available for exam.
