For 3 out of the 4 means of diagnosing diabetes (i.e., for fasting glucose, 2-hr oral glucose tolerance test, and A1c), there are 3 categories of outcome: normal, diabetes, and a gray zone in between, collectively now referred to as "prediabetes". People with prediabetes, not surprisingly, are at a much higher annual risk of developing diabetes than normals are. Healthy lifestyle lowers risk.
