Possible but: If you are using HC cream to control an itchy condition, then the cream may just not be potent enough. On the other hand, allergy to one of the ingredients in hydrocortisone cream can perpetuate or even worsen the itching. Have you try the ointment form? See a dermatologist if this is a persistent and bothersome issue.
