By prescription only: If a person's only complaint is racing thoughts, it's not likely that a psychiatrist would prescribe thorazine (chlorpromazine). But, if there are also other problems that are diagnosed as psychotic-like - that is a possible medication. In no case should anyone take this powerful medication outside of psychiatric treatment. See a doctor ASAP and meanwhile try to stay calm - music, a movie, a book, a friend.

I seldom see: Thorazine used for any conditions now a days - as it is in an older generation of antipsychotics that have largely been replaced by atypical antipsychotics. I have seen it used in the ER for bad hiccups. In the past it was used for bipolar disorder (racing thoughts might accompany mania or hypomania).
