Well - it: doesn't sound like her blood pressure is well controlled if she is consistently in this range. This would be important info to share with her doctor.

As soon as possible: Although your mothers BP isn't dangerously high, it is important for her to have well controlled blood pressure for many reasons. High or even low blood pressures can result in serious problems, including death. Even though she is on a BP medication, it appears she needs adjustment of the dose or possibly an addition or new medication altogether. All the best.
