It depends: Some vaccines should only be administered into the muscle, others only subcutaneously, and yet others can be given either way. The pneumonia vaccine is an example of one which can be administered IM or SC, and still be effective.

Depends: Many vaccines are designed to be given into muscle where there is more predictable blood flow & consistency in the timely distribution. Injected sub Q or into fat, the distribution dynamics are less consistent & research on the vaccines may or may not have any data on outcome. Once injected there will be some immune response, & it may be similar to IM but we often have no data to be sure.
