No: I suggest a pediatric cardiology consultation. Heart rate should normally be between 60-100 bpm.

That is abnormal: A resting heart rate of 130 is abnormal. There are multiple causes of rapid heart rate including anemia, thyroid and heart diseases. He needs to be evaluated by a doctor.
