Moving ankles: spasms, electrolyte disturbances or " growing pains" try an anti inflammatory med before bed. Gatorade could help. Or stretch before you go to bed to help reduce the muscle pull.

Sounds like RLS: Restless leg syndrome is a condition that gives you this feeling that you just need to move your ankles or legs, sometimes during the day but especially at night. There are medications available, but if it doesn't disturb your sleep I'd probably just leave it alone. Just get a nerve conduction test to make sure it's nothing from your lumbar spine.
