Can you have a pinched nerve without having any herniated disks in back but mild spondylitic change in l4-l5 (some facet degenerative change)?

Yes very much so!: The disk is the well known cause but arthritic spurs push the nerve against the bone, or thickened ligaments or against a bulging disk (not necessarily a herniated one). If pain meds and therapy does not help, then Epidural or Facet joint injections can be tried. If nothing helps then surgical decompression may be needed. See your PCP to refer you onwards to an Orthopod or a spine Surgeon.

Yes: The facet joint outlines the neuroforamen in which the spinal nerve exits out of the spine. So if you have spondylitic change you may be compressing the nerve that exits out, hence pain. That said, it doesn't take much for a disc to bulge (it doesn't have to herniate) and the facet joint arthritis to cause such an event.
