Unlikely: Sounds like the fever wont be far behind. It sounds like a virus or flu coming on. Give him some children's ibuprofen 5ml per 20 pounds body weight but if the eye symptoms persist after that, take him to an ER or Urgent Care.

Yes: Small children can certainly have migraines but to distinguish them from other types of similar headache can be challenging. The main question is to rule out other medical conditions which require different treatment, like sinusitis etc. .
