Sinusitis: A chronically runny nose with congestion can be a sign of allergic rhinitis and have nothing to do with the need for antibiotics. There would have to be a pus discharge (green or yellow), a fever or some other things that I saw on examination that would lead me to that conclusion. Please have a thorough exam done by your pediatrician.

No...: Rhinitis can be triggered by allergies and would not require or respond to antibiotics. If secondary symptoms such as fever, facial pain, headache occur then you would want to be seen by the pediatrician to ensure that there isn't another issue. Either way, consider an appointment to determine what preventative measures you can take to control the rhinitis (often environmental)
