Traumatic fibroma: Most likely, you are describing a traumatic fibroma. It is a benign soft tissue overgrowth due to chronic trauma. The treatment is to simply have the fibroma tissue removed and biopsied. Any general dentist can help you to solve the problem.

Examination: You may have scar tissue from the trauma. See your Dentist, who may refer you to an Oral Surgeon if treatment is indicated.

See a dentist!: The bump isn't leaving because your lip gets used all the time: to talk, to eat, etc, as well as being stretched to smile. A dentist can help reduce it/remove it with a laser. Check to see if your dentist has one. In the meanwhile, use Vitamin E to minimize inflammation and be sure to keep it clean. Don't bite on it either. Hope this helps!
