Red painful "bumps": What you describe may just be a friction based rash in a normally very sensitive area. It may also be herpes type two, commonly acquired with sexual contact. See your healthcare provider to be certain: Tests can be done to explain the cause only when the lesions ("bumps") are present.

Possible Abscesses: It sounds like you may have some folliculitis or abscesses with or without cellulitis. You may need antibiotics and possible drainage of the abscesses if they are fully formed. In the meantime analgesia like paracetamol and ibuprofen will help but also running hot soapy water as often as it is convenient and should help. You should let a doctor take a look at it.
