Hmmm....: Not sure why you are suspecting HIV from red dots on your legs; however, if you are at risk you should be tested. As far as the rash on your legs, it is impossible to diagnose via the internet without ability to see (or feel) the rash - make an appointment for your doctor to examine you so that you can receive treatment if needed.
