Seizure?: depending on how long these episodes last, they may be a seizure. to be diagnosed, however, your child needs to see a neurologist, and have eeg testing performed. please do not shout at your child. if the shouting truly does end these episodes (it would not affect a seizure), it may be another condition. please see your pediatrician.

May be a seizure: Subtle seizures can present as sudden staring spells from which the child cannot be aroused. These are often brief enough that she will respond after a minute or so leading to the impression that she was not attending to you at first. Other reasons for this observation include just daydreaming or responding to some internal sensation that is distracting such as GI discomfort or heartburn etc. she should be seen by her pediatrician who may decide to refer her to a neurologist for an EEG. Most subtle seizures are readily treated
