Ent & ct scan showed sinus infection. meds improved vertigo a lot but not fully. infection was still there also. could this be why symptoms didn't go?

Unrelated: Fluids in the sinuses is very frequently asymptomatic. Vertigo is unrelated to fluid in the sinuses. If your dizziness is not completely resolved with the medications, you probably need higher dosage of same medication on regular basis.
