Autoimmune disorder : your mother has signs and symptoms of some type of autoimmune disorder such as rheumatoid arthritis or lupus. Chronic infections such as TB or endocarditis also a possibility. She needs further work up and referred to a specialist, possibly rheumatologist

See doc: Not enough info to answer that responsibly. What did the doctor who ordered the blood tests say? If you both are not happy with the information supplied, time to see someone else, a pulmonologist or a rheumatologist are both possible choices of specialists who may be able to help. Good luck.
