Primary physician: Yes he can order the tests unless restricted by your insurance company. I f you are part of an HMO you may even have greater restrictions

Pop: Any physician can order tests,however it may be beneficial to be first evaluated by a specialist and together decide on an appropriate test based on your symptoms
