No: All of people with diabetes type 2, have insulin resistance , but to have Clinical diagnosis of diabetes needs fasting blood sugar of 126 or above .a lot if people may have insulin resistance now but it will take them a while to develope the clinical diagnosis of diabetes. It is safe to say that the majority of over weight people have insulin resistance but not all have diabetes type 2.
