Yes: Protopic often burns when it is first used on very inflamed skin. If you can tolerate it, the burning should go away in a few days. If it's intolerable, you can use some 1% hydrocortisone cream (OTC) for a day or two until the inflammation settles down, then you can switch back to the Protopic without the burning
