Several things: ingrown hair, allergic bump-wheal, enlargered lymph node, insect bite, early skin abscess, herpes, scabies, impetigo, the list goes on. These are the most common reasons, make sure you have someone examine you to get the best idea of the cause, pictures alone on HealthTap may not be enough, but that is also an option...

Any number of things: which is why I would recommend having a doctor take a look at it. If you are not sexually active, then it may be a small pimple, or furuncle, folliculitis, early abscess, insect bite, or if you are sexually active it is possible it could be a herpes lesion or other viral infection. Before you treat it, the most important thing is to get a proper diagnosis, so don't skip that step! :)
