Several things: First, it's not uncommon to have some pigment changes related to a surgery like a circumcision. If that's truly the case, you are better of just learning to work around the cosmetic issues that comes with something like this; I won't deny that it may be bothersome cosmetically. Do make sure this is really circumcision related and not something like vitiligo. Talk with your doctor about this.
