Depends.: "teething" usually happens on and off between 6 & 18 months but is usually not very bothersome to babies (except for the molars). It gets blamed for everything: fevers, irritability, diarrhea, waking at night, runny noses and coughs, but it is not usually the real culprit. All babies chew and drool at this age whether they are teething or not. Consider other causes if symptoms are significant.

Yes : Teething occurs at certain stages as your child's teeth begin to erupt. It is a normal part of growing up. Some children do suffer more from teething but there is generally nothing to worry about. Drooling or chewing on things may be signs of teething. In general keeping your child comfortable is the most important thing during teething.
