Need to see Dr.: You are young, so this is reassuring. However, when your face is involved, it suggests that you are having something happening in your brain, not in your neck as could cause just arm tingling. Ever had migraines? Sometimes you can have other migraine symptoms without pain. The worrisome concern would be a stroke or other spot in the brain. You need to have an exam and maybe a brain scan.
