Depends: Head size is determined by genetics as well as other factors. If it has always been below the 10th percentile, is growing parallel to that line, she is developing normally and there are no other concerns then it may be genetic. If it started out higher and has been getting progressively lower on the percentile chart then she needs an evaluation.
