My husband is on 3l of oxygen for pulmonary fibrosis, with that his sats are 90-94%. is that normal?

NO: It's adequate but normal oxygen for healthy people on room air is >95%. People on oxygen should use the smallest amount (liter per minute) that gets them >90%. Many people can use a smaller amount at rest and a higher flow with exercise.
