Yes: Yes, sea level would be better for you. Don't know if you live in the us but if so, florida and arizona are two good places for pulmonary patients. Good luck!

Depends on your sats: If your oxygen levels / saturations on oxygen are greater than 90% at rest, with activity, and with sleep, you should not need to move to, a lower altitude.
