Maybe: You would probably lower your oxygen requirements. At 5000 feet the amount of oxygen available to you is almost 1/3 less than is available at sea level.

Probably: High altitude generally does not go along with moderate to severe COPD patients. Symptoms can worsen along with cognitive function. If you are experiencing worsening symptoms at higher altitude, better move to lower locations.
