Dry hair: By dry hair, I assume you mean that the scalp is dry and flaky. That is cradle cap, which is very common in infancy. Nothing you are doing wrong. To help make it go away, rub her hair with baby oil before a bath, then take a fine tooth baby comb to brush out the flakes, and then wash off in the bath. Keep it up until it goes away. Might come and go over time.
