Who states on their site that there is no diagnostic test for mucocutaneous leishmaniasis. how would one get diagnosed then for this disease?

There are tests: You can test for the parasite, or the parasites DNA through skin biopsy. There are some serologic tests available too. I looked on the WHO website. It does not say that there are no diagnostic tests. I think you may have misunderstood what was said.
