Good question: If both of your daughters eat the same diet and one is very overweight, that child may have a medical problem leading to weight gain. I am assuming that in addition to similar diets they have similar levels of activity and sleep. Have your younger child checked by her doctor for medical conditions that can contribute to weight gain. If none, consider emotional concerns, stress etc.
