Could be: Anytime there is decreased blood flow to the placenta, the fetus will be under some stress, depending on the amount of decreased oxegen and nutrient delivery.

See below: During labor this is unlikely. The fetal heart rate and its variability are monitored constantly during the delivery period. If there was vasospasm of the vessels of the placenta that significantly impacted the fetus the changes in the heart rate and/or its variability would encourage a c-section before it got to the point that actual damage occurred.
