Allergy: "chapped" lips would be cracked and/or peeling, you would be able to tell easily. That would be due to dryness; however, your description is suspicious for contact dermatitis from something that has touched your lips recently. I suggest applying OTC cortisone cream and keep the lips covered and avoid dryness and irritation. If not improving in the next 24-48 hours, see you dermatologist.
