Lips(mainly inside area)red, slight burn, feels swollen, doesn't look swollen.sensation as if eaten a bag of salty chips.had it all day. chapped lips?

Allergy: "chapped" lips would be cracked and/or peeling, you would be able to tell easily. That would be due to dryness; however, your description is suspicious for contact dermatitis from something that has touched your lips recently. I suggest applying OTC cortisone cream and keep the lips covered and avoid dryness and irritation. If not improving in the next 24-48 hours, see you dermatologist.
