Not a fever: Fever is defined as temp 100.4 or higher. The 100* temperature elevation in a 4 month old can be due to an upper respiratory infection, teething, response to vaccination or lots of other things. Hydration, humidifier, acetaminophen, bulb suctioning nasal secretions, and frozen teething rings can all be helpful,
