CT scan: The CT is describing loss of brain (atrophy) with increase in fluid (increased extra axial fluid) around the brain - this has occurred due to the lack of full brain development. A consultation with a pediatric neurologist would be helpful to correlate the CT findings with the slinicial findings

Brain injury: The presence of atrophic changes suggested your child has experienced a brain damaging event at some time. To say more requires more information from you. If your child has intellectual or motor deficits you should speak to your pediatrician or pediatric neurologist about what this means in the context of complete history.
