Normal chest x-ray. persistent cough since 2 months that sometime gets better,99-99.8 fever that comes &goes, taking steroid inhaler but not effective?

Fever: You do not have fever. This is normal body temperature depending upon the time of day and what you have been doing. Unless your body temperature reaches 100F or fails to get as low as 98.6F (37) during a 24 period you do not have fever. Your cough could be due to one of the conditions I mentioned earlier, but could also be due to other things. See your doctor and get examined. Good luck.
