Likely benign: Bumps on the scrotum you can appear under the skin & are benign. On the groin, my first thought is bumps caused by ingrown hair. You may also have skin tags (though these are more common for men over 50 years old in my experience). The cause is most likely benign. But if still concerned, visit a local STD clinic, since they can help & visits are often free. Hope that helps.
