UTI: This is not usual for Uti but can happen. This indicates severe irritation. Drink 3--4 liters fluid per day. Do not wipe hard after voiding. Take bath 2x per day. Get antibiotics if you do not have already. It should clear in 3-5 days.

Yes: With urinary tract infection one can have blood in the urine. Blood is not normal in the urine but can be seen with urinary tract infection but should clear after infection treated and resolved
