Circumcisions: Usually circumcisions take place in the hospital after delivery. If the baby is already home then the circumcision ail be done by a urologist. The weight of the baby versus ability to circumcise is up to the doctor, but there are no standard indications to prohibit a 10 pound baby from getting circumcised

Not surprising: Assuming the baby is not a newborn, I would think most urologists would prefer not to do circumcisions on older infants in an office setting.Older babies may require sedation.

Depends on the doc: Weight not an issue. Doctor's comfort with doing the procedure is. As you said, it is the doc not the weight. Not faulting the doc. Good your doc not willing to do something not comfortable or not trained/experienced enough to do. Did many circs in my office after mom/baby left hospital. Mostly due to mom and dad needed to discuss if they wanted it done or not.

Hard to say: In newborns, the procedure is relatively easy, heals quickly and can be done under a local in the hospital /office as desired. After the kid is a month old, the blood flow to the area is changing and it limits the type of procedure. Most will wait until the kid is older and do it under general anesthesia.
