It depends: If you are in orthodontic treatment and had recent changes in your appliances, I'd start there. If it is random dental pain and you aren't in orthodontic treatment, then go to a dentist for starters and they may refer you on if necessary to any of several dental specialties.

See a dentist first: Some conditions like sore jaw may require further assessment; tests and your dentist may schedule a follow-up appointment or refer you to a specialist (e.g orthodontist) to determine a diagnosis. See your dentist first for evaluation.

See dentist: Are you undergoing orthodontic treatment? If your jaw is sore and you are not under the treatment of an orthodontist, check with your dentist first.

Dentist: If dentist determines that you have a malocclusion(bad bite), he/she should then refer you to an Orthodontist for evaluation.
