Yes, lower at least: Hi. The "bone density" measured with DXA is actually an "areal bone density", meaning it's a mass/area, not a mass/volume (which is a true DENSITY in scientific terms). So the mass drops by the inverse cubed power and the area only drops by inverse squared. Since smaller bones have a smaller area, compared to the average population, the small-boned person will have a lower AREAL bone density.
