Yes: Generally it is safe but i prefer to suggest clear water especially if a rash is already present.

Yes: Rarely, there can be a local skin reaction to the wipes, and if this occurs, they should be discontinued, but the wipes are generally safe, and oh so convenient!

Depends: If babies skin is intact (no rash/redness),most store bought wipes would be fine.There are fragrances and chemicals in many such products and your baby may have a skin reaction to specific brands. These additives also may interfere with healing when a rash is present. You can make your own using olive or baby oil,paper towels and a ziploc bag.These don't aggravate rashes.
