My 3 year old son has been diagnosed with a inflamed caruncle (corner of his eye is red no discharge). is this normal? they want him to take steriods

No: It is not normal that is why that want to treat it. The decision to use steroids in the eye is best left to an Ophthalmologist, or in consultation with one. In this case I do not know who prescribed it.
