No: Obviously it's somekund of rash with secondary infection. The secondary infection could be due to virus, bacteria and/or fungus. Peroxide will irritate the rash further without targeting the culprit--- ie infective organism. See your doctor for appropriate guidance to managing the rash.

Pus oozing rash: It depends on the cause of your rash. If you were given the steroid to help treat a skin irritant like posien Ivy, then the oozing is not infectious and the peroxide was not helpful. If on the other hand the rash got infected, it would be red, warm, tender and may ooze, then yes, peroxide and triple topical antibiotic like neosporin would be helpful. If so, you should contact your doc.
