MS mimics: Multiple sclerosis can present as different neurological symptoms in different parts of the body. If your MRI was normal, then it is less likely that you have MS. Many other conditions can mimic MS (NMO, lupus, ADEM, neurosarcoid, etc) and can be evaluated by your neurologist. http://www.medscape.com/viewarticle/770971

Tingling all over: It is highly unusual to have MS and a normal MRI of the brain and the spinal cord in the neck. Although MS can affect the entire body, MS is probably not the cause of your symptoms. Muscle twitching, tingling and numbness can be symptoms of many things. How long do these symptoms last? Do they last for days, or minutes? Why do you have spinal cord compression as a diagnosis?

Not MS: You describe "spinal cord compression". If accurate, that is your answer, and surgery may be a solution.
