Yes: Psych hospitalizations per se should not be a barrier. Need to define what you mean by "licensed counselor". Usually need a Master's degree to practice Independently.

Possibly: I don't know of any programs which don't require a master's degree or a doctorate to practice. It is very important to be emotionally stable before taking on other people's mental health issues. Would recommend that you ensure that you have addressed your demons before providing services for others - otherwise old wounds can re-open. Take care.
