Fasciculation: If this is a superficial twitching of the skin and not jumping about of a major muscle of the leg then it is likely to be a phenomenon called fasciculation. This can occur anywhere on the body, but is particularly common in the eyelids. It can be quite annoying, but is not a sign of any serious disease and there is nothing that I know of to make it go away.
