Consider mettleshmer: two weeks before your period if you are regular is the time when estrogen and progesterone ( your female hormones) are at their peak right before ovulation. That is the time when the breasts swell. As far as the cramps i would need some more information unless what you are describing the pain of ovulation. First one side then the next month on the other
