Yes: I assume that "no brain activity" means a flat EEG. EEG detects cortical activity, so the brainstem & spinal cord can still be active. There are many "primitive" CNS reflexes that a conscious brain suppresses that are DISinhibited when cortical function is lost. So yes, brainstem and spinal-cord reflexes that you never see in a conscious person can appear and become quite prominent.

Brain death: No brain activity means brain death. If the patient still has reflexes and moves then there is brain activity. Discuss prognosis with the neurologist or neurosurgeon.

Sadly, probably: I know this is a tough time for you. Sorry. And, things like the knee jerk go from muscle to spine and back without involving the brain.
