Can a person with no brain activity and on a breathing machine still move and have reflex ? my grandmother moves when i speak and touch her.

Yes: I assume that "no brain activity" means a flat EEG. EEG detects cortical activity, so the brainstem & spinal cord can still be active. There are many "primitive" CNS reflexes that a conscious brain suppresses that are DISinhibited when cortical function is lost. So yes, brainstem and spinal-cord reflexes that you never see in a conscious person can appear and become quite prominent.

Brain death: No brain activity means brain death. If the patient still has reflexes and moves then there is brain activity. Discuss prognosis with the neurologist or neurosurgeon.

Sadly, probably: I know this is a tough time for you. Sorry. And, things like the knee jerk go from muscle to spine and back without involving the brain. Some movements like that are not involving the brain. http://www2.massgeneral.org/stopstroke/protocolBrainDeath.aspx A good neurologist can demonstrate,no eye reaction, no ability to breathe on own.
