Labia: It could be genital herpes, especially if both sides. Your labia have skin on them just like any other part of your body. There are skin conditions that can occur there as well. Your GYN might need to take a biopsy of the area of concern to confirm

See Your Doctor: Your symptoms suggest you may have an infestation with Crab Lice which not only live in pubic hair but can be found on any coarse body hair such as peri-anal area, armpits, beards & more. Close visual inspection with a magnifier will show the louse & eggs. Treatment involves topical medication &/or shaving affected areas. See your doctor to re-evaluate for correct diagnosis & treatment.
